Notice of Ordinary Meeting of the Parish Council

Members of the public and press are invited to attend the parish council meeting and are welcome to address the parish council on any items on the agenda during the public forum. 
 
Please note that the meeting may be recorded or filmed and that the council is unable to give any guarantee that members of the public will not be included. If this concerns you, please contact the clerk prior to the meeting. If you would like to record or film a meeting, we encourage you to contact the council in advance so that we can ensure the necessary arrangements are in place.

1. Apologies:
    To receive and consider accepting apologies from members.
 
2. Declaration of Interests:
    Members are responsible for determining whether they have a disclosable pecuniary interest in any item on the agenda, as defined by                regulations made by the Secretary of State and should disclose it and any other conflict of interest they may have, as soon as possible after        the start of the meeting. 
 
3. Dispensations:
    To receive and consider granting any dispensation requests.
 
4. Minutes: 
    To approve the minutes of the ordinary parish council held on 11 July 2022.
 
5. Public Forum:
    A maximum of 15 minutes is set aside for members of the public to address the council on any item on the agenda. A maximum of 3 minutes      shall be allowed for each speaker.

    1. To report the response made using delegated powers for the following:

            Waterside Barn, Mill Pit Farm, Hambridge Road, Bishops Itchington  – Two-storey extension to existing annex.

              23 Chapel Street, Bishops Itchington, Warwickshire, CV47 2RB - The erection of a storage shed and x2 bicycle parking stands at the                  rear of the premises; x5 new vintage low level LED lights facing the store sign, retractable awning to the front of the premises.

       5.   To discuss enforcement regarding 20/00411/DESLB, Holmes Farm, Hambridge, Road Bishops Itchington, CV47 2SB - unauthorised                   windows.
 
7. County, District & Parish Liaison:
    To exchange latest information with WCC (Warwickshire County Council) and SDC (Stratford District Council) councillor.
 
8.  Finance:
    1. To receive monthly financial report for:
         i. July 2022.
         ii. August 2022
     2. To receive bank reconciliation report for:
         i. July 2022
         ii. August 2022
     3. To review the accounts that were paid on 8 August 2022.
     4. To approve accounts for payment 5 September 2022.
     5. To consider E-on Next Business Flexible Plan for the pavilion electric as to whether to remain on a Business Flexible 1 year plan or move            to a fixed business plan for 1 or 2 years.
     6. To accept the Internal Auditors Report for Bishop’s Itchington Parish Council for Year Ended 31 March 2022.
 
9.  SAAA Central External Auditor Appointment:
      To consider whether to opt out of the above arrangements.
 
10. Community Centre – Building Insurance Cover:
      To consider whether the parish council should be responsible for paying the above.
 
11. Community Grant Application:
      To consider an application from Bishop’s Short Mat Bowls Club for the purchase of new short bowls carpet(s) and scoreboard.
 
12. Memorial Hall:
      To receive feedback from Councillor Tressler on recent meetings of the Memorial Hall Committee.
 
13. Crime Prevention Toolbox Event:
      To advise the parish council of the event planned for 27 September 2022.
 
14. Draft Polling Review 2022 – Consultation 18 August 2022 to 19 September 2022:
      To discuss the above consultation following the final ward boundary review published in March.
 
15. Plough Lane Allotments:
      To discuss the way forward following the folding of the Plough Lane Allotment Association.
 
16. Buffer Zone (between Parrish Close and Mandale Close):
      To decide whether the area should be turned into allotments and if so whether the S106 monies from the Bovis development be used.
 
17. Environment & Properties:
     1. Playground Working Group Update: 
         i. Report from Working Group.
         ii. Tender documentation for new play area.
         iii. Weekly play area inspection report for July and August.
 
     2. BINDP Working Group Update:
         i. Report from Working Group.
         ii. Housing Needs Survey.
 
     3. Cemetery:
         i. To approve a contractor from the quotes received to undertake work to the reflective area at the cemetery.
 
     4. Miscellaneous:
         i. Tree Survey Work – how to proceed following the last tree survey undertaken.
         ii. Notice Boards – to decide whether notice boards should be ordered for the new estates in the village as mentioned at the Village                         Meeting on 25 April 2023.

      Members may raise any matter in brief here.
 
19. Exclusion of Public & Press:
     Confidential matters, including those identified during the course of the meeting, to be discussed here following a resolution to exclude the         public under Section 100A of the Local Government Act 1972.
 
20. Date of Next Meeting: 
      The next ordinary meeting of the parish council will take place on Monday 10 October 2022 at 7.30pm at the Community Centre.
