Notice of Ordinary Meeting of the Parish Council

Members of the public and press are invited to attend the parish council meeting and are welcome to address the parish council on any item on the agenda during the public forum.
Please note that the meeting may be recorded or filmed and that the council is unable to give any guarantee that members of the public will not be included. If this concerns you, please contact the clerk prior to the meeting. If you would like to record or film a meeting, we encourage you to contact the council in advance so that we can ensure the necessary arrangements are in place.

2. Apologies:
To receive and consider accepting apologies from members.
3. Declaration of Interests:
Members are responsible for determining whether they have a disclosable pecuniary interest in any item on the agenda, as defined by regulations made by the Secretary of State and should disclose it and any other conflict of interest they may have, as soon as possible after the start of the meeting.
4. Dispensations:
To receive and consider granting any dispensation requests.

6. Public Forum:
A maximum of 15 minutes is set aside for members of the public to address the council on any item on the agenda. A maximum of 3 minutes shall be allowed for each speaker.
7. Planning Matters:
i. To note the decision of the following planning application:

Change of use application for commercial use of existing stable yard (retrospective)
Permission Granted with Conditions 08/05/2026
ii. To Consider the parish council’s response to the following Request for Formal Scoping Opinion:
A) SCOPE/00118
Land South of Welsh Road East Southam.
Environmental Impact Assessment Scoping Request for the erection of approximately 850 dwellings (use class C3), a community/healthcare facility (use class E/F1/F2/sui generis) and creation of associated vehicular accesses, pedestrian/cycle accesses, landscaping, drainage features, open space, green infrastructure and other associated infrastructure
Comments due by: 3 June 2026.
iii. To discuss the Parish Council’s approach to planning requests - raised at the Annual Village Meeting.
8. County, District & Parish Liaison:
To exchange latest information with WCC and SDC councillors.
9. Central Drive Parking
To receive feedback from Cllr Horsman regarding the meeting with the school scheduled for 18 May 2026 and agree any further actions required.
10. Playing Fields
- To discuss the proposed Community Family Fun Morning at the playing fields on Saturday 27th June 9:30 till 12pm.
- To discuss the propsed Charity Cricket Match event Sunday 19 July and the request to provide alcohol.
11. Village Signs
- Discuss & agree sign content for order placement.
12. Edge IT Support
- To agree Anti-Virus Support package from September 2026.
13. Policies:
- Co-option Policy
- CCTV Policy.
14. Allotments:
- Update to be provided on landowner engagement and improved governance structure.
15. Engagement with Severn Trent
- To discuss and agree engagement with the Community Flooding Officers.
16. Finance:
- To receive monthly financial reports for May 2026,
- To receive bank reconciliation reports for May 2026,
- To approve accounts for payment on 2 June 2026,
- To approve the regular monthly payments (May 2026) for the current financial year as per 5.6 Financial Regulations 2019 for England,

To receive updates from Portfolio Holders.

Members may raise any matter in brief here.
19. Exclusion of Public & Press:
Confidential matters, including those identified during the course of the meeting, to be discussed here following a resolution to exclude the public under Section 100A of the Local Government Act 1972.
- To discuss and agree cleaning options for the pavilion, including an initial deep clean followed by ongoing weekly cleaning.
- To discuss and agree quotes received to clean the windows in the bus shelter and office.
- To discuss quotes for Playing Fields maintenance work including:Reinstating the fence to the left of the entrance & Fencing gaps in the perimeter between the Playing Fields and the adjacent road/track.
- To discuss quotes for a mower replacement at the Community Centre.
- To discuss quotes for new office printer.

The next ordinary meeting of the parish council will take place on Monday 6 July 2026 at 7.30pm at the Community Centre.
