Notice of Ordinary Meeting of the Parish Council

Members of the public and press are invited to attend the parish council meeting and are welcome to address the parish council on any item on the agenda during the public forum.

Please note that the meeting may be recorded or filmed and that the council is unable to give any guarantee that members of the public will not be included. If this concerns you, please contact the clerk prior to the meeting. If you would like to record or film a meeting, we encourage you to contact the council in advance so that we can ensure the necessary arrangements are in place.

1.         Chairman’s Announcements

2.         Apologies:

            To receive and consider accepting apologies from members.      

3.         Declaration of Interests:

Members are responsible for determining whether they have a disclosable pecuniary interest in any item on the agenda, as defined by regulations made by the Secretary of State and should disclose it and any other conflict of interest they may have, as soon as possible after the start of the meeting.

4.         Dispensations:

To receive and consider granting any dispensation requests.

5.         Minutes:

To approve the following minutes:

Minutes of the Extraordinary Parish Council Meeting held on 19 January 2026 (following one edit) and

Minutes of the ordinary Parish Council Meeting held on 2 February 2026.

6.         Public Forum:

A maximum of 15 minutes is set aside for members of the public to address the council on any item on the agenda.  A maximum of 3 minutes shall be allowed for each speaker.

7.         Planning Matters:

 i. To note the parish council's response to the following planning application:

           A) 26/00096/FUL

Blue Barn Stables Bishops Itchington Southam CV47 2SL

            Change of use application for commercial use of existing stable yard (retrospective).

            Comments due by: 24 February 2026. No Representation issued 19/02/26.

  1. To note the decision of the following planning application:

A)        25/02299/FUL

                        47 Poplar Road Bishops Itchington Southam CV47 2RQ

Garage conversion, replacement of the existing flat roof with a pitched tiled roof, single-storey front extension, and removal of vertical hanging tiles and application of render to the upper front elevation.

Status: Application Withdrawn 02/02/26

 

            B)      TPO/015/004

The Cottage, Station Road, Bishops Itchington, Southam, CV47 2QB

-T1 sycamore - Crown lift lower canopy removing cluster of branches approx. 100mm diameter

arising at 4.3metres over garden of 19 Butchers Close. All other side growth in other directions to remain intact.

 

-T2 sycamore - Crown lift lower canopy overhanging rear garden of neighbouring property, 19

Butchers Close, removing horizontal limb arising at 5metres. Ascending stems forking at 5.2metres to remain intact.

Note: this is a revised specification which has been agreed with the Agent.

8.         County, District & Parish Liaison:

To exchange latest information with WCC and SDC councillors. 

9.         Playing Fields

            To discuss and agree any actions regarding:

  1. BISA request for cricket wicket funding support - written agreement required, following advice from WALC including use of the land, the placement of the wicket and who will own, insure and maintain it.
  2. Netting behind the goals.
  3. Gaps in the hedge bordering road/track to Dadglow Farm.

10.       Cemetery

            To discuss and agree any actions regarding:

  1. Update following the Memorial Safety inspection 26th January 2026 at the Cemetery & agree timeline for the next inspection.
  2. Cemetery gate (small) – to agree closure/sign or replacement floor surface.

11.       Dog Fouling

            a. To discuss potential requirements for Dog Fouling Bin in Lakin Drive following resident feedback.           

12.       Allotments

  1. Update to be provided on landowner engagement and improved governance structure.

13.       Traffic survey data

  1. Update on traffic data analysis from Station Road and Ladbroke Road.
  2. Speeding on Plough Lane – Consideration regarding a speed survey following resident feedback.

14.       Village Sign

  1. Discussion regarding potential signage changes.

15.       Finance:

i.To receive monthly financial reports for February 2026,

ii.    To receive bank reconciliation reports for February 2026,

iii.To approve accounts for payment on 3 March 2026,

iv.To approve the regular monthly payments (February 2025) for the current financial year as per 5.6 Financial Regulations 2019 for England:

To receive updates from Portfolio Holders.

15.       Reports and Questions:

Members may raise any matter in brief here.

16.      Exclusion of Public & Press:

Confidential matters, including those identified during the course of the meeting, to be discussed here following a resolution to exclude the public under Section 100A of the Local Government Act 1972.

  1. To discuss and agree Annual Leave and Salary of the Clerk.
  2. Discuss and agree quotations for required Tree Survey – Medium Priority Work.
  3. Discuss and agree Playground Inspector Interviews and agree on an appointment/Training.

The next ordinary meeting of the parish council will take place on Monday 13th April 2026 at 7.30pm at the Community Centre.
