Notice of Ordinary Meeting of the Parish Council

 

Monday, 4 March 2024 at 7.30pm at The Community Centre, Ladbroke Road, Bishop’s Itchington, CV47 2RA

Members of the public and press are invited to attend the parish council meeting and are welcome to address the parish council on any items on the agenda during the public forum.

Please note that the meeting may be recorded or filmed and that the council is unable to give any guarantee that members of the public will not be included. If this concerns you, please contact the clerk prior to the meeting. If you would like to record or film a meeting, we encourage you to contact the council in advance so that we can ensure the necessary arrangements are in place.

AGENDA

1. Apologies:
   To receive and consider accepting apologies from members.
 
2. Declaration of Interests:
    Members are responsible for determining whether they have a disclosable pecuniary interest in any item on the agenda, as defined by                regulations made by the Secretary of State and should disclose it and any other conflict of interest they may have, as soon as possible after        the start of the meeting. 
 
3. Dispensations:
    To receive and consider granting any dispensation requests.
 
4. Co-option to the Parish Council:
    To co-opt councillors to vacancies on the parish council.
 
5. Minutes: 
    To approve the minutes of the ordinary parish council meeting held on 5 February 2024.
 
6. Public Forum:
    A maximum of 15 minutes is set aside for members of the public to address the council on any item on the agenda.  A maximum of 3 minutes      shall be allowed for each speaker.
 
7. Planning Matters:
 
    i. To discuss the following planning application:
       24/00381/TPO
       11 Manor Road, Bishop’s Itchington, CV47 2QJ – T1 and T2 – yews – Crown raise to 4m. Prune back from house to give 1.5m clearance           to drip line.
 
    ii. To discuss the response from Orbit to planning application:
       23/02564/FUL
       No's 7, 9, 11 & 13 Gaydon Road Bishops Itchington Southam CV47 2QN - Demolition of nos 7, 9, 11 and 13 Gaydon Road and redundant           garages and erection of 5 no. new dwellings and associated development 
 
8. County, District & Parish Liaison:
    To exchange latest information with WCC and SDC councillors.       
 
9. Community Grant Application Form:
    To consider the application from Bishops Short Mat Bowls Club for £6,228 to purchase an Electrowind Bowls Mat handling machine.
 
10. Biodiversity Policy:
     To receive and approve a Biodiversity Policy for the Parish Council.
 
11. Tree Survey January 2024:
      i.          To receive the Tree Survey compiled by Arbscape.
      ii.         To decide whether to carry out the urgent work as identified in the survey at a cost of £4,900 plus VAT.
 
12. Environment & Properties:
      i. The Yellow Land – To agree to repair fencing.
     ii. Station Road – to consider a request for a rubbish bin next to the bench.
     iii. Cemetery – To agree additional tarmac/paving by the pedestrian entrance to the cemetery and the noticeboard. 
     iv. Ladbroke Road/Central Drive Footpath – update on the work undertaken be WCC.
      v. POS corner of Gaydon Road and Chapel Street - to discuss the appropriateness of the trees planted by WCC.
     vi. Hedges: 
         a. Dadglow Road 
         b. Scowcroft Drive/Knightcote Road 
 
13. Finance:
     1. To receive monthly financial report for February 2024,
     2. To receive bank reconciliation report for February 2024,
     3. To approve the Chairman’s Allowance of £500 for the financial year 2023/24
     4. To approve accounts for payment 4 March 2024
     5. To approve the appointment of Trevor Gill as the internal auditor for the financial year 2023/24,
 
14. Reports and Questions:
      Members may raise any matter in brief here.
 
15. Exclusion of Public & Press:
      Confidential matters, including those identified during the course of the meeting, to be discussed here following a resolution to exclude the          public under Section 100A of the Local Government Act 1972.
 
     1. Salary increases for the financial year 2024/25:
        To agree salary increases for 2025/25.
 
16. Date of Next Meeting: 
      The next ordinary meeting of the parish council will take place on Monday 8 April 2024 at 7.30pm at the Community Centre.
