Notice of Ordinary Meeting of the Parish Council

Members of the public and press are invited to attend the parish council meeting and are welcome to address the parish council on any items on the agenda during the public forum. 
 
Please note that the meeting may be recorded or filmed and that the council is unable to give any guarantee that members of the public will not be included. If this concerns you, please contact the clerk prior to the meeting. If you would like to record or film a meeting, we encourage you to contact the council in advance so that we can ensure the necessary arrangements are in place.
 

AGENDA

1. Apologies:
    To receive and consider accepting apologies from members.
 
2. Declaration of Interests:
    Members are responsible for determining whether they have a disclosable pecuniary interest in any item on the agenda, as defined by                regulations made by the Secretary of State and should disclose it and any other conflict of interest they may have, as soon as possible after        the start of the meeting. 
 
3. Dispensations:
   To receive and consider granting any dispensation requests.
 
4. Minutes: 
    i. To approve the minutes of the ordinary parish council meeting held on 8 January 2024,
    ii. To approve the minutes of the extraordinary parish council meeting held on 22 January 2024.
 
5. Public Forum:
    A maximum of 15 minutes is set aside for members of the public to address the council on any item on the agenda.  A maximum of 3 minutes      shall be allowed for each speaker.
 
6. Planning Matters:
    i. To discuss the following planning application:
 
        24/00062/ADV
        Bishops Cross Car Sales, Gaydon Road, Bishop’s Itchington, CV47 2QW – 2 No. Folded Aluminium Facias, 1 No. set of built-up acrylic              letters on rails, 1 No. projecting sign, 4 No. vinyl graphics and No. 1 post mounted totem sign
 
    ii. To discuss a pre-planning request from Cornerstone regarding Proposed Base Station Installation Upgrade at Cornerstone 20554525,                  Manor Farm, Plough Lane, Bishop’s Itchington, CV47 2QG, NGR: E: 438474 N:257782
 
    iii. To note the following planning decisions:
 
    a:  23/02966/FUL
         29 Rupert Kettle Drive, Bishop’s Itchington, CV47 2PU – Ground floor and first floor extension.
         Permission with Conditions. 
 
    b:  23/03062/FUL 
         31 Hambridge Road, Bishop’s Itchington, CV47 2RH – Erection of a single storey rear extension and erection of single storey outbuilding. 
         Permission with Conditions. 
 
    c:  23/01732/FUL 
         Kingston Farm, located West of Kingston Barn Cottages, Chesterton – Conversion of Agricultural unit to residential dwelling and                           associated landscaping.
         Permission with Conditions.
 
    d:  23/01733/FUL Kingston Farm, located West of Kingston Barn Cottages, Chesterton – Conversion of an existing agricultural unit to a                   single residential dwelling with associated landscaping. 
         Permission with Conditions.
 
    e:  23/03403/FUL
         Harzburg, High Street, Bishop’s Itchington, CV47 2QA – The erection of a bespoke timber framed garden room extension to replace                   existing white UPVC conservatory.
         Permission with Conditions.
 
    iv. To note the following amendment:
 
         23/01732/FUL 
         Kingston Farm, located West of Kingston Barn Cottages, Chesterton – Conversion of Agricultural unit to residential dwelling and                           associated landscaping.
         An amendment/additional information has been received for the application shown above as follows:
         Proposed extension omitted; 
         Ecology mitigation measures added
         This letter is for information only.  A consultation response is not being sought. 
 
7. County, District & Parish Liaison:
    To exchange latest information with WCC and SDC councillors.       
 
8. Working Parties and Their Members, Representatives to Outside Bodies and Vice Chairperson:
     i. To decide what working parties are required and their membership,
     ii. To agree representatives to outside bodies,
     iii. To elect a vice-chairman
 
9. The Scene:
    To discuss a strategy to re-introduce the publication of The Scene.
 
10. Review of Warwickshire County Council’s Rights of Way Improvement Plan:
     To decide the parish councils’ response to the survey.
 
11. Warwickshire Fire and Rescue Service Resourcing to Risk Proposals: 
     To decide the parish councils’ response to the consultation.
 
12. Environment & Properties:
      i. Playground Path update.
      ii. Works Lane – anonymous letter.
      iii. Parking – Old Road.
      iv. Cemetery Rules – to agree the proposed changes to the cemetery rules to deal with memorials until the full rules can be reviewed.
      v. Hedge: Scowcroft Drive/Knightcote Road – As we are yet to try to establish a definitive answer as to who owns the hedge, to decide if the            parish council will trim the hedge as a gesture of goodwill before the nesting season starts.
 
13. Finance:
     1. To receive monthly financial report for January 2024,
     2. To receive bank reconciliation report for January 2024,
     3. To approve accounts for payment 5 February 2024,
 
14. Reports and Questions:
      Members may raise any matter in brief here.
 
15. Exclusion of Public & Press:
      Confidential matters, including those identified during the course of the meeting, to be discussed here following a resolution to exclude the          public under Section 100A of the Local Government Act 1972.
 
16. Date of Next Meeting: 
      The next ordinary meeting of the parish council will take place on Monday 4 March 2024 at 7.30pm at the Community Centre.
