Notice of Ordinary Meeting of the Parish Council

Monday, 4 December 2023 at 7.30pm

The Community Centre, Ladbroke Road, Bishop’s Itchington, CV47 2RA

Members of the public and press are invited to attend the parish council meeting and are welcome to address the parish council on any items on the agenda during the public forum.

Please note that the meeting may be recorded or filmed and that the council is unable to give any guarantee that members of the public will not be included. If this concerns you, please contact the clerk prior to the meeting. If you would like to record or film a meeting, we encourage you to contact the council in advance so that we can ensure the necessary arrangements are in place.

AGENDA

1. Apologies:
   To receive and consider accepting apologies from members.
 
2. Declaration of Interests:
    Members are responsible for determining whether they have a disclosable pecuniary interest in any item on the agenda, as defined by                regulations made by the Secretary of State and should disclose it and any other conflict of interest they may have, as soon as possible after        the start of the meeting. 
 
3. Dispensations:
    To receive and consider granting any dispensation requests.
 
4. Minutes: 
    To approve the minutes of the ordinary parish council meeting held on 6 November 2023,
 
5. Public Forum:
    A maximum of 15 minutes is set aside for members of the public to address the council on any item on the agenda.  A maximum of 3 minutes      shall be allowed for each speaker.
 
6. Planning Matters:
 
    i. To discuss a possible request to vary condition 3  - Class E (for the additional retail unit)  to include restaurant/café use.
 
       22/01671/FUL
       Former Bishops Cross Car Sales, Gaydon Road - Demolition of car showroom and adjacent bungalow and erection of convenience store           with additional retail unit. 
 
 
   ii. To discuss the parish councils’ views on the following Formal Scoping Opinion:
 
      The Town and County Planning (Environmental Impact Assessment) Regulations 2017: Request for Formal Scoping Opinion Address: Land        at Banbury Road, Gaydon Proposal: The proposed development will comprise employment development within Use Classes 82, 88 and              E(g)(iii), together with ancillary offices and associated roads, parking, and landscaping.
 
 iii. To discuss the following planning applications:
 
     a. 23/03133/AGNOT
      Lower Farm, Bishop’s Itchington, CV47 2SL - An extension to an agricultural building for hay/straw and agricultural machinery storage
 
     b. 23/02966/FUL
       29 Rupert Kettle Drive, Bishop’s Itchington, CV47 2PU – Ground floor and first floor extension
 
  iv. To note the following decisions:
 
      a. 23/02590/FUL: 28 Scowcroft Drive, Bishop’s Itchington, CV47 2YP – Demolition of conservatory, erection of single storey rear extension         and conversion of garage. Permission with conditions.
 
      b. 23/02436/FUL: 30 Dadglow Road, Bishop’s Itchington, CV47 2TG – Replacement of rear boundary fence. Permission with Conditions
 
7. County, District & Parish Liaison:
    To exchange latest information with WCC and SDC councillors.
 
8. Housing Needs Survey:
   To discuss undertaking a new Housing Needs Survey.
 
9. Inclusive Communities Grant – Works to Community Centre:  
   To discuss a possible application to the Inclusive Communities Fund.
 
10. Allotments:
   To discuss the Plough Lane allotments.
 
11. Buffer Zone:
     To discuss the possible use of this piece of land to create small allotments.
 
12. Biodiversity: 
     To discuss the possibility of a parish council biodiversity policy.
 
13. Environment & Properties:
      i. Playground Path – to discuss how to deal with the damage to the path,
     ii. Cemetery: To discuss and decide whether to agree to the installation of a number of crosses on graves.
    iii. Hedges/Trees:
        a. Churchyard
        b. Scowcroft Drive/Knightcote Road
        c. Tree Survey
 
14. Finance:
     1. To receive monthly financial report for November 2023,
     2. To receive bank reconciliation report for October 2023
     3. To receive bank reconciliation report for November 2023,
     4. To approve accounts for payment 4 December 2023,
 
15. Reports and Questions:
      Members may raise any matter in brief here.
 
16. Exclusion of Public & Press:
      Confidential matters, including those identified during the course of the meeting, to be discussed here following a resolution to exclude the          public under Section 100A of the Local Government Act 1972.
 
17. Date of Next Meeting: 
      The next ordinary meeting of the parish council will take place on Monday 8 January 2024 at 7.30pm at the Community Centre.
