Members of the public and press are invited to attend the parish council meeting and are welcome to address the parish council on any items on the agenda during the public forum. 
 
Please note that the meeting may be recorded or filmed and that the council is unable to give any guarantee that members of the public will not be included. If this concerns you, please contact the clerk prior to the meeting. If you would like to record or film a meeting, we encourage you to contact the council in advance so that we can ensure the necessary arrangements are in place.

1. Apologies:
   To receive and consider accepting apologies from members.
 
2. Declaration of Interests:
    Members are responsible for determining whether they have a disclosable pecuniary interest in any item on the agenda, as defined by                regulations made by the Secretary of State and should disclose it and any other conflict of interest they may have, as soon as possible after        the start of the meeting. 
 
3. Dispensations:
    To receive and consider granting any dispensation requests.

   i. Ordinary parish council held on 9 January 2023
   ii. Extraordinary parish council held on 23 January 2023 
 
5. Public Forum: 
    A maximum of 15 minutes is set aside for members of the public to address the council on any item on the agenda. A maximum of 3 minutes      shall be allowed for each speaker.

   1. To review and consider any amendment to the responses made using delegated powers for the following planning applications

       Spring Paddocks, Gaydon Road, Bishops Itchington, CV47 2QX - Proposed extension, new garage and re modelling of existing property.

         Decision 
        1. The appeal is dismissed insofar as it relates to the construction of a single-storey front and side extension. The appeal is                    allowed insofar as it relates to the change of use of amenity land to domestic garden. Planning permission is granted for                        change of use of amenity land to domestic garden at 22 Butchers Close, Bishop’s Itchington, Southam, Warwickshire CV47 2PX            in accordance with the terms of the application, Ref 22/00066/FUL, dated 10 February 2022, and the plans submitted with it,                    subject to the following condition: 
         1) The development hereby permitted shall begin not later than 3 years from the date of this decision

    3. To approve accounts for payment 13 February 2023, 
    4. To carry out annual review of the following:
        i Financial regulations,
        ii Risk management,
        iii Assets register.
  
9. Bishop’s Itchington Village News “Scene”:
    To discuss the ending of production of ‘The Scene’. 
 
10. Bishop’s Itchington Carnival 2023:
     To discuss the proposed carnival.
 
11. Community Grants:
      To discuss the revised Community Grant application for Bishop’s Itchington Football   Club for Goal Fencing.
 
12. South Warwickshire Local Plan Issues and Options Consultation:
      To discuss and agree the parish council’s response to the South Warwickshire Local Plan Issues and Options Consultation.
 
13. Parish Council Elections 4 May 2023:
      To receive update regarding Parish Council Elections and key dates.
 
14. Parking – Chapel Street/Poplar Road
      To discuss the issue of parking on Chapel Street/Poplar Road and the suggestion of using the pavilion car park for village parking.
 
15. Environment & Properties: 
      1. Replacement Playground Update.  
       2. Cemetery and Churchyard. 
           1. Cemetery Fees – to discuss and agree the fees for the financial year 2023/24,
           2. Cemetery Rules and Regulations – to discuss and agree what to do regarding relatives who are breaking the rules and regulations in                   various ways,
           3. Chapel Windows – to discuss and approve work to the chapel windows,
           4. Graves reserved by the Lakins – to discuss and approve that these are now returned to the parish council,
           5. Flooding at entrance to the Cemetery –  To discuss a way forward as this is now become a health and safety issue.
 
16. Reports and Questions: 
      Members may raise any matter in brief here. 
 
17. Exclusion of Public & Press: 
      Confidential matters, including those identified during the course of the meeting, to be discussed here following a resolution to exclude the           public under Section 100A of the Local Government Act 1972. 
 
18. Date of Next Meeting:  
      The next ordinary meeting of the parish council will take place on Monday 13 March 2023 at 7.30pm at the Community Centre.
